The purpose of the session is to illustrate how implementing a Housing Policy can ensure that FN owned homes are maintained and extend their useful life.

Scott is a consultant who specializes in On-Reserve Housing as well as Financial Management. He has over 30 years’ experience delivery various housing programs to First Nations. His services include Strategic Planning, Financial Management, Policy Development, Home Ownership and training, as well as community consultations. He is a First Nation Member of the Wiikwemkoong Unceded Territory on Manitoulin Island in Ontario.
Prior to starting his own consulting company in 2010, he worked at various organizations including Royal Bank of Canada, Wiikwemikoong Finance Department, Canada Mortgage and Housing Corporation (CMHC) and Waubetek Business Development Corporation.
His extensive experience in housing, finance and accounting allow him to provide expert advice to clients on such topics as CMHC Section 95 management, setting up housing authorities, financing large housing projects, home ownership and property management. He also provides CMHC workshops on property management and administration, as well as consulting for First Nations Market Housing Fund.
He has 14 years’ experience mortgage underwriting with CMHC under the Section 10 Mortgage program. In addition, he has 15 years’ experience providing personal finance workshops and one-on-one financial counselling.
Mr. Flamand resides in Wiikwemikoong with his family and enjoys the outdoors in his spare time.
